Introduction Projects
The Division of Bicycle and Pedestrian Transportation (DBPT) mission is to improve highways and other public rights-of-way for safe bicyclist and pedestrian use, thus promoting increased bicycling and walking. The 1996 Bicycling & Walking in North Carolina: A Long-Range Transportation Plan, guides the activities of DBPT in planning for and implementing projects to achieve this vision. Since its establishment in 1974 as the Bicycle Program, the Division has successfully completed a wide variety of bicycle projects. It was not until 1987, when the first annual Bicycle Transportation Improvement Program funding allocation was provided, that the unit could undertake major projects. Since that time, the Division has successfully completed a broad range of projects including the design and construction of multi-use paths and rail trails; provision of on-road improvements such as wide paved shoulders, bicycle-safe bridges, wide curb lanes and spot improvements; mapping and signing local, regional and cross-state bicycle route systems; installing bicycle parking, and working with transit systems on the bikes on buses initiative. In the 1990s the DBPT mission was expanded to include pedestrian projects, and the Division has made great strides in encouraging pedestrian safety and the development of walkable communities. The DBPT mission was underscored by the North Carolina Board of Transportations stated commitment to integrating bicycle and pedestrian transportation into NCDOTs planning, design and construction activities, as described in the 2000 Resolution entitled "Bicycling and Walking in North Carolina, a Critical Part of the Transportation System." As further evidence of its commitment, the North Carolina Department of Transportation (NCDOT), which has been a leader among states in integrating bicycling and walking with other modes within the Department, hosted a statewide Pedestrian and Bicycling Safety Summit to develop initiatives that would reduce injuries and fatalities among bicyclists and pedestrians.
