The Transportation Improvement Program (TIP) is the process through which local areas can present their transportation needs to the North Carolina Department of Transportation. Bicycle facility and safety needs are an important part of this process. All project requests submitted by localities are documented, then categorized as independent (where no highway project is programmed) or incidental (part of the construction of a highway project). Independent project requests are evaluated, using project selection criteria. These projects are prioritized and included in the draft TIP.
