The N.C. Department of Transportation wants to improve traffic flow on approximately 4.4 miles of Poplar Tent Road (State Road 1394) in Concord from Gable Oaks Lane/Woodhaven Place to Concord Parkway (US 29-601 Bypass). Poplar Tent Road is a narrow two-lane road that connects Concord with Interstate 85 and the Concord Regional Airport. The purpose of this project is to reduce traffic congestion, improve safety at various intersections, and improve access to Concord Regional Airport.
The project consists of two segments. Segment A, from Gable Oaks Lane/Woodhaven Place to George Liles Parkway, will be built first. Segment B, from George Liles Parkway to Concord Parkway (US 29-601 Bypass), is not currently funded. Click the link below to view the project location map.
Two alternatives are being considered and are described in detail in the Project Overview and Purpose section. Either alternative would improve Poplar Tent Road to provide a superstreet corridor. The proposed roadway will be four lanes in width (two in each direction) with curb and gutter, a raised median 23 to 30 feet in width, turn lanes (as needed), and pedestrian and bicycle accommodations. Left turns from Poplar Tent Road to most side streets will be provided at directional crossovers. Left turn and through movements from most side streets will be redirected for safe and efficient traffic operations to U-turn points located a short distance downstream.
News and Updates
Environmental and Preliminary Design Studies
Currently, NCDOT is conducting detailed field studies of the project area to identify potential impacts to human and natural environments. The studies are being performed for Alternatives 1 and 2. Those alternatives are described in the Project Overview and Purpose section.
In addition, NCDOT is preparing preliminary design plans for the proposed improvements to Poplar Tent Road. Due to heavy traffic volumes at the George Liles Parkway intersection, several design options are being evaluated at that location.
Citizens’ Informational Workshop
A citizens’ informational workshop was held June 18, 2012 to provide an update on the Poplar Tent Road widening project to the local communities. Large maps showing the alternatives currently being studied were displayed, and the NCDOT project team was available to answer questions and provide more information. - Fall 2014: Completion of environmental document (Environmental Assessment)

- Summer 2015: Completion of final environmental document (Finding of No Significant Impact is anticipated)
- 2018: Right-of-way acquisition begins for Segment A*
- 2020: Construction begins for Segment A*
- 2023: Right-of-way acquisition begins for Segment B*

Project Overview and Purpose
Poplar Tent Road is a two-lane undivided road that connects I-85 and Concord Regional Airport with the Town of Concord. Due to the expected continual growth and development in the Poplar Tent Road area, existing Poplar Tent Road will not be able to accommodate anticipated traffic volumes in the design year for the project, 2040. Widening the road will improve traffic flow and safety along Poplar Tent Road.
Two alternatives are being considered. Either alternative would improve Poplar Tent Road to provide a superstreet corridor. Alternative 1 would widen existing Poplar Tent Road the entire length of the project using a “best fit” design. The “best fit” design widens the existing road either to the north or south side in such a way that environmental effects are minimized, including effects to residences and businesses.
Alternative 2 would widen Poplar Tent Road from Gable Oaks Lane/Woodhaven Place to Rock Hill Church Road using a “best fit” design, then follow a short new location alignment north of Poplar Tent Road from Rock Hill Church Road to Eva Drive. This new section of roadway would be about 1 mile long. This alternative is being studied to possibly reduce the number of relocations of homes and businesses.
Coordination with Other Projects
West of the project, Poplar Tent Road is being widened to a four-lane superstreet corridor from Derita Road/Odell School Road to Gable Oaks Lane/Woodhaven Place (STIP Project I-3803B). That project, currently under construction, includes a diverging diamond interchange at Interstate 85 and a roundabout on Poplar Tent Road at Gable Oaks Lane/Woodhaven Place.
East of the project, the Concord Parkway (US 29-601 Bypass)/Poplar Tent Road/McGill Avenue intersection is scheduled to be improved (City of Concord Project C-4918A) beginning later this year. That project proposes superstreet improvements for this intersection.

April 15, 2004:
NCDOT held the first citizens’ informational workshop. During this early stage of the project development process, the limits of the project were from Derita Road/Odell School Road on the west end to Concord Parkway (US 29-601 Bypass) on the east end (6.1 miles). At that time, the only alternative being considered was widening existing Poplar Tent Road. For a PDF of the handout from that workshop, clink the link below.
December 12, 2006:
An inter-agency team made up of representatives of local, state, and federal governmental agencies met and reached agreement on the project’s purpose – to improve existing access to Concord Regional Airport, reduce traffic congestion, and improve safety and various intersections along Poplar Tent Road.
Field surveys found that the project was expected to have only minimal impacts to streams and wetlands. Therefore, the inter-agency team agreed they no longer needed to meet to review this project. At the same time, project studies were suspended due to funding limitations.
Transportation Improvement Program (STIP) for right of way acquisition for Segment A beginning in 2018, construction for Segment A beginning in 2020, and right-of-away acquisition for Segment B beginning in 2023. The project limits were revised to show the project beginning at Gable Oaks Lane/Woodhaven Place rather than Derita Road/Odell School Road, which shortened the project by 1.7 miles (the new project length is 4.4 miles).
Widening the westernmost segment of the project, from Derita Road/Odell School Road to Gable Oaks Lane/Woodhaven Place, was added to adjacent STIP Project I-3803 B. Project I-3803 B is currently under construction.
