Update - 2040 Plan
The N.C. Department of Transportation
is currently in the process of updating existing Long-Range
Multimodal Statewide Transportation Plan. The new
plan, also
called
the 2040
Plan, focuses
on the policies and programs that are needed to enhance
safety, improve mobility and reduce congestion for North
Carolinians, as well as addresses all types (modes) of
transportation for which NCDOT has responsibility: highways,
aviation, ferries, rail, bicycling, walking and public
transit. Because transportation projects can require
years to plan, design and build, NCDOT must look ahead 25-30
years to identify the transportation needs of our state. So
the 2040 Plan will
serve as a blueprint for transportation planning and
investment over the next three decades.

Transportation Plan
The previous update of North Carolina's Long-Range
Statewide Multimodal Transportation Plan in 2004 stakes out a bold, ambitious course of action for NCDOT. It also reflects a greatly enhanced focus on providing and supporting a truly modern, well-maintained, and multimodal transportation system. The Statewide Transportation Plan is an important first step in charting a new direction for NCDOT and the State. It not only recommends a new, 25-year investment strategy that embraces all modes, it also introduces a new planning framework that is inclusive, technically sound, and reflects financial realities.
The Statewide Transportation Plan is the product of an intensive, three-year planning process that included technical analysis, public outreach, and strategic planning. The centerpiece of the Statewide Transportation Plan is the Recommended Investment Scenario - a strategy that proposes targeted levels of funding within major transportation categories. This strategy will serve as a policy guideline to support future investment decision-making. A few important caveats should be noted about the Recommended Investment Scenario:

It is not a remedy to fix all of the State's transportation challenges; it identifies a funding gap that leaves nearly one-third of all needs unmet if no additional revenues are obtained.

It is not rigid; it maintains NCDOT's short-term commitments and recognizes differing regional needs within the context of a statewide vision.

Implementation of the Scenario will faces hurdles; full Statewide Transportation Plan execution will require changes to existing State statutes and programming structures.
