The work covered by this section consists of the furnishing of asphalt cement at an asphalt plant and incorporating the asphalt cement into the asphalt plant mix.
620-2 MATERIALS.(See Standard Special Provisions)
All materials shall meet the requirements of Division 10 shown below:
Asphalt cement, Grade AC-2.5 Article 1020-2
Asphalt cement, Grade AC-5 Article 1020-2
Asphalt cement, Grade AC-10 Article 1020-2
Asphalt cement, Grade AC-20 Article 1020-2
The asphalt cement for the mixture will be accepted at the source subject to the provisions of Article 10201. Silicone shall be added to all asphalt cement used in surface courses and open-graded asphalt friction course, Type J-1, unless otherwise directed by the Engineer. The amount of silicone added shall range from 1 oz. per 2,000 gallons of asphalt cement to 1 oz. per 2,500 gallons. The addition of the silicone to the asphalt cement shall be in the presence of the Engineer unless it is added at the source and it is so noted on the delivery ticket. The brand of silicone used shall be from the list published by the Materials and Tests Unit. A Contractor proposing to use a brand not on the approved list shall submit a sample and manufacturer's data to the Engineer for approval prior to use.
The requirements of Section 610 and 611 which pertain to handling of asphalt cement will be applicable to the work covered by this section.
The asphalt cement shall not be heated to a temperature in excess of 350F. while stored or when being used in production of the mix at the asphalt plant.
When directed by the Engineer, the asphalt cement to be added to the asphalt plant mix for either a standard mix or recycled mix shall contain an approved non-strip additive in accordance with the requirements of Section 622.
The actual quantity of asphalt cement as established by the percentage shown on the applicable job mix formula shall be introduced into the mix by the plant weighing or metering system. No working tolerance will be allowed during production.
The quantity of asphalt cement to be paid for will be the theoretical number of tons of asphalt cement required by the applicable job mix formula based on the actual number of tons of plant mix completed and accepted on the job.
Where recycled plant mix is being produced, the theoretical number of tons of asphalt cement will include both additional new asphalt cement and salvaged asphalt cement from the reclaimed asphalt pavement material.
The quantity of asphalt cement, measured as provided in Article 6204, will be paid for at the contract unit price per ton for "Asphalt Cement for Plant Mix", except as noted below. Such price and payment will be full compensation for all work covered by this section.
Adjustments will be made to the payments due the Contractor for asphalt cement when it has been determined that the monthly average terminal F.O.B. Selling Price of asphalt cement has fluctuated by more than 5% from the Base Price Index for Asphalt Cement included in the Project Special Provisions. The methods for calculating a base price index, for calculating the monthly average terminal F.O.B. selling price and for determining the terminals used are in accordance with procedures on file with the Department's Construction Unit.
When it is determined that the monthly selling price of asphalt cement on the first business day of the calendar month during which the last day of the partial payment period occurs varies either upward of downward from the base price index by more than 5%, the contract unit price for asphalt cement for plan mix will be adjusted. The adjusted contract unit price will be applicable to all plant mix incorporated into the work during the estimate period and will be determined in accordance with the following procedures.
If the selling price is greater than the base price index by more than 5%, the adjusted contract unit price will be determined by adding the difference between the selling price and the base price index plus 5% to the contract unit bid price for asphalt cement. If the selling price is less than the base price index by more than 5%, the adjusted contract unit price will be determined by subtracting the difference between the selling price and the base price index less 5% from the contract unit price for asphalt cement.
The adjustment contract unit price will then be applied to the theoretical quantity of asphalt cement authorized for use in the plant mix placed during the partial payment period involved, except that where recycled plant mix is used, the adjusted unit price will be applied only to the theoretical number of tons of additional asphalt cement materials required by the job mix formula. Adjusted contract unit prices for additional asphalt cement materials in recycled mixtures will be based on the average selling price and base price index for asphalt cement, Grade AC-20, (See Standard Special Provisions), regardless of the actual grade required by the job mix formula.
In determining the adjusted contract unit price for any material specified in this provision, the following formula will be used:
A = B + (D-C)
Where: A = Adjusted Contract Unit Price
B = Contract Unit Price
C = Base Price Index 5%
D = Monthly Average Terminal F.O.B. Selling Price
In the event the Department is unable to secure an F.O.B. selling price from at least four terminals in a given month, payment will be at the contract unit price for each ton of asphalt cement used in the work during that month.
Furnishing non-strip additive will be paid for as provided in Article 6225 for "Non-Strip Additive".
