SECTION 1105

WORK ZONE TRAFFIC CONTROL DEVICES

1105-1 DESCRIPTION.

The work covered by this section consists of furnishing, installing, maintaining, relocating, and removing traffic control devices in accordance with the plans and specifications. All traffic control devices furnished by the Contractor will remain the property of the Contractor, unless otherwise specified in the contract.

1105-2 MATERIALS.

All materials shall meet the applicable requirements of Division 10.

Certifications shall be supplied meeting the requirements of Article 106­3 of these specifications. Certifications shall be supplied at least 72 hours prior to use. Before used traffic control devices are installed on the project, the Contractor shall furnish the Engineer a notarized certification certifying that the devices conform to the specification requirements for the applicable device.

1105-3 CONSTRUCTION METHODS.

All traffic control devices will be inspected and approved by the Engineer prior to using them on the project. Traffic control devices shall be stockpiled in close proximity to the project and shall be available for inspection at least 72 hours prior to use.

Traffic control devices shall be installed at the inception of construction operations in the proper phase of construction and shall be properly maintained and relocated as necessary during the time they are in use. They shall remain in place as long as they are needed and shall be immediately removed thereafter. When operations are performed in stages only those devices that apply to the present conditions shall be installed.

Once a particular work activity is completed the traffic control devices shall be removed as necessary and remain available for reuse as required by the plans.

1105-4 MAINTENANCE.

The Contractor shall be responsible for the continuous and expeditious maintenance of all traffic control devices throughout the life of the contract.

Prior to construction, the Contractor shall submit to the Engineer for approval, a proposed maintenance schedule and maintenance checklist for all traffic control devices.

The Contractor shall perform the maintenance and scheduled inspections of traffic control devices. The Contractor shall continuously review and maintain all traffic handling measures to assure that adequate provisions are in place for the safety of the public and workers.

Maintenance shall include repair or replacement of traffic control devices which in the judgment of the Engineer are damaged, displaced by traffic or other means, or deteriorated beyond effectiveness.

Specific maintenance responsibilities shall include but not be limited to: replacement due to loss of reflectivity, repair of defaced sheeting and legend, replacement of broken supports, repositioning of leaning signs, cleaning of dirty devices, replacement of stolen or vandalized devices, replacement of displaced devices including portable concrete barrier.

1105-5 FAILURE TO MAINTAIN TRAFFIC CONTROL.

Failure on the part of the Contractor to maintain traffic control and traffic control devices in accordance with this section, shall be cause for the Engineer to provide formal notification to the Contractor to comply with the provisions of this section. If, in the opinion of the Engineer, an imminent danger situation exist the Contractor shall implement remedial action immediately. If, in the opinion of the Engineer, a safety issue arises that is not an imminent danger situation the Contractor shall implement remedial action within 48 hours after receipt of a formal notice from the Engineer.

In the event that the Contractor fails to comply, the Engineer may proceed to have the work performed with available forces and equipment. The Contractor shall be held responsible for this work, and the actual cost of performing said work shall be deducted from the monies due the Contractor on the contract. In cases of willful disregard for the safety of the public, Contractor or Subcontractor employees, or the employees of other Contractors, the Engineer may proceed immediately to implement the measures necessary to provide the appropriate level of traffic control to ensure that the safety of all concerned parties is maintained.

1105-6 CONSTRUCTION ZONE TRAFFIC CONTROL DEVICE SURVEILLANCE

The Contractor shall be responsible for the continuous maintenance of all traffic control devices as specified in Sections 1101 and 1105. The Contractor shall conduct surveillance operations periodically each calendar day sufficient to reasonably assure himself and the Engineer that the devices are maintained adequately. Periodic surveillance during periods of construction inactivity shall be conducted for the following traffic control situations:

(a) When a change in the travel lane alignment or pattern has been made.

(b) When a roadway has been closed to traffic and an off-site detour is provided.

(c) When temporary concrete barrier, drums or other traffic control devices have been placed on or adjacent to a travelway or a shoulder.

At times other than specified above, the Contractor will be required to provide continuous surveillance operations only during periods of construction activity.

1105-7 COMPENSATION.

There will be no direct payment for the work covered by this section. Payment at the contract unit prices for the various items in the contract will be full compensation for all work covered by this section.
