1101-5 TRAFFIC CONTROL PLAN (TCP).
(A) General:
The Contractor shall maintain the traffic through work zones in accordance with these specifications, the Traffic Control Plan, the Manual on Uniform Traffic Control Devices, and Roadway Standard Drawings.
The Traffic Control Plan normally includes Traffic Control Phasing, Project Notes, Drawings and Roadway Standard Drawings, specifying how traffic will be maintained during the process of the work.
If a conflict arises between the Phasing or Drawings and the Project Notes, the Phasing and Drawings shall govern. If a conflict arises between the Local and General Notes of the Project Notes, the Local Notes shall govern.
(B) Phasing:
The Phases of the Traffic Control Plan shall be followed in sequence; Phases may be broken down into Steps which shall also be followed in order. The requirements of each Phase shall be completed before proceeding to the next Phase; the requirements of each Step shall be completed before proceeding to the next Step.
On certain projects where work may be performed simultaneously in multiple locations the Traffic Control Plan Phasing may be broken into "AREAS". When AREAS are used the Contractor will be allowed to work in more than one location simultaneously as described in the plan. For example, if PHASE I is divided into AREA 1 and AREA 2 the Contractor may work in both AREAS simultaneously, but shall complete the requirements of both AREAS before proceeding to PHASE II.
All work described in the Traffic Control Plan shall be performed by the Contractor in accordance with Section 1041, unless it is specifically stated that certain items of the work will be performed by others.
(C) Project Notes:
Two types of PROJECT NOTES may be included in the Traffic Control Plan;
(i) General Notes apply at all times during the project. General notes are not individually referred to within the phasing or plan sheets.
(ii) Local Notes apply only for the specific times and locations that they are referred to in the phasing and detail sheets and shall not be used as general notes for the project.
(D) Drawings:
The Traffic Control Plan may include Drawings to supplement the Phasing as necessary. The types of drawings that may be included are Detail Drawings, Standard Detail Drawings, Roadway Standard Drawings, and Sign Designs.
(E) Alternate to Traffic Control Plan:
The Contractor may submit for the Engineer's consideration an alternate method for traffic control other than as shown on the plans. The alternate plan shall be submitted sufficiently in advance of the anticipated implementation to allow adequate time for review by the Engineer. Alternate plans for traffic control shall not be implemented until they are approved in writing by the Engineer. No adjustment in compensation or extension of the completion date(s) will be allowed due to the review time of the alternate, whether approved or rejected.
(F) Traffic Control Plan not in the Contract:
When the Traffic Control Plan does not cover a particular work function or when a Traffic Control plan is not provided, the Contractor shall submit to the Engineer for approval a proposed sequence of operations and a compatible method of maintaining traffic. The proposal should be submitted at least 2 weeks before use to allow adequate time for review and approval. The proposal submitted by the Contractor shall be thoroughly planned and scheduled, and any potentially unsafe condition shall be minimized such that motorists and workers are protected at all times. The proposal will be required to be approved by the Engineer before the Contractor begins work.
When blasting operations are within 1000 feet of a travelway the Contractor shall provide the necessary temporary signs as shown in the plans.
1101-15 CONSTRUCTION VEHICLE CROSSINGS.
The Contractor shall not cross a median or ramps and loops with vehicles and equipment, unless a specific location for crossing is approved by the Engineer.
1101-25 EXCAVATIONS WITHIN TRAVELWAY.
During the process of excavating in a travelway where traffic is to be later maintained, the Contractor shall make provisions to backfill and repair any excavated or damaged pavement before allowing traffic to proceed over the affected lanes. In low speed areas (35 MPH or less) metal plates may be used to cover excavated areas, as shown in plans or as approved by the Engineer.
1101-30 MAINTENANCE OF TRAFFIC.
The Contractor shall maintain traffic within the limits of the project, including all existing roadways which cross or intersect the project, unless otherwise provided in the contract or approved by the Engineer. Traffic shall be maintained from the date of availability of the project until acceptance of the project, including any periods during which the Contractor's operations are suspended unless otherwise provided for in the contract or approved by the Engineer.
1101-35 MAINTENANCE OF TRAVELWAY.
The Contractor shall conduct his work in a safe manner which will create a minimum amount of inconvenience to traffic. The Contractor shall be responsible for maintaining in a safe, passable, and convenient condition, such part or parts of existing roads as are being used by the contractor to maintain traffic within the limits of the project. Refer to Section 107.
As an exception to the above, the Department will be responsible for the removal of ice and snow from all portions of the project open to traffic.
1101-40 MATERIAL AND EQUIPMENT STORAGE AND PARKING.
All Contractor's personnel, equipment, machinery, tools and supplies shall be kept clear of active travel lanes, except as necessary for the prosecution of the work. When construction vehicles and equipment, and materials are not being used they shall be moved at least 30 feet away from any travelway open to traffic, unless otherwise allowed by the Engineer to locate closer than 30 feet. When vehicles, equipment, and materials are protected by concrete barrier or guardrail they should be offset a minimum of 5 feet from the barrier or guardrail.
1101-45 PARKING OF PERSONAL VEHICLES.
Unless otherwise allowed by the Engineer, Contractor's personnel shall not park their personal vehicles within the right-of-way of the project. Where parking of personal vehicles is not allowed by the Engineer, the Contractor will be responsible for daily transportation of his employees to and from the project site.
1101-55 PROTECTION OF HAZARDS.
During the progress of the work the Contractor shall mark all hazards with well maintained signs, barricades, drums, or other warning, or channelizing devices, as approved by the Engineer.
At each location where work is started which creates a safety hazard, the work shall be continued until completed to the extent that the safety hazard is eliminated. If the work is not pursued in a continuous manner the Engineer will not allow any other work on the project to be performed until the existing safety hazard is eliminated.
The Contractor shall promptly remove or adequately protect any material or debris that poses a hazard to traffic.
1101-65 TEMPORARY LANE CLOSURES.
(A) General:
All equipment and personnel shall operate within the designated work area during lane closures. The Contractor shall not impede, or stop traffic for the purpose of performing construction related work on the traffic side of the lane closure, except when called for in the Traffic Control Plan.
Lane closures shall be installed with the traffic flow, beginning with devices on the upstream side of traffic. Lane closures shall be removed against the traffic flow, beginning with devices on the downstream side of traffic.
(B) Intersections:
When construction proceeds through an intersection, the Contractor shall provide flagger(s) and flagger ahead signs as required to direct the traffic through the intersection, unless otherwise stated in the plans or directed by the Engineer. When an intersection is signalized, the signal shall be placed in the flash mode by authorized personnel.
1101-70 TEMPORARY ROAD CLOSURES.
(A) Traffic Pattern Alterations:
When a traffic pattern is altered from the usual or expected flow, such as during road closures or while stopping traffic, the Contractor shall notify the Engineer prior to altering the traffic pattern.
All traffic pattern alterations shall be pre-planned. A meeting shall be held with the Engineer before the altering traffic to discuss the necessary details of implementation. The Engineer, as necessary, will then notify the proper authorities, such as police, emergency personnel, business owners, residents, or any other parties that will be affected by traffic being redirected from its normal flow.
(B) Detour:
All required detour signing and delineation, including work done by others, shall be installed prior to placing traffic onto a detour.
(C) Traffic Stoppage:
Stopping traffic shall be limited to times specified in the plans or approved by the Engineer. Traffic stoppages shall not exceed the time duration as directed by the plans or Engineer. There shall be enough time between consecutive stoppages to allow traffic to return to normal flow.
1101-75 TRAFFIC CONTROL SUPERVISION.
The Contractor shall designate a traffic control supervisor for the project. The traffic control supervisor shall be knowledgeable of Traffic Control Plan design, devices and application, and have complete charge of the Contractor's traffic control program on the project and shall be given full authority by the Contractor to take such action as may be necessary to insure that traffic is maintained in accordance with the requirements of the contract. The traffic control supervisor shall work with the Department's designated project traffic control coordinator so that the coordinator is informed of all details concerning the Contractor's traffic control program. The Contractor's traffic control supervisor or his designated representative shall be on call at all times and shall make any necessary changes in traffic control operations in a timely manner.
When on any project, the Department elects to let adjacent or overlapping construction projects, the project traffic control supervisors designated by the Contractor on each project shall cooperate in maintaining safe and adequate traffic conditions throughout the projects at all times including periods of work suspension by either Contractor.
During the life of the contract the Contractor shall maintain
continuous, safe vehicular access to all residences, businesses,
schools, police and fire stations, hydrants, other emergency services,
hospitals, mailboxes, and at any other locations deemed necessary
by the Engineer. The Contractor shall conduct his operations in
such a manner as to limit the inconvenience to property owners.
