Pavement Management System Group

The Pavement Management System sub-unit has primary responsibility to develop and implement a pavement management system for North Carolina that meets the Federal Highway Administration's mandate for an operational pavement management system.

This group analyzes the information collected in the pavement condition survey. Pavements are rated based on various distresses that occur on each section of pavement. The pavement sections are then prioritized from worst to best based on the ratings. A recommended treatment is also given for each deficient section to bring it up to an acceptable level. The treatments recommended are to be used as a guideline. Due to many different conditions because of variations in location, traffic, and the distribution of distresses in the section, other methods of treatment may be more suitable for a certain pavement section. Each section should be evaluated before rehabilitation to determine the best method of treatment.

Each division has been provided the results of the pavement condition survey in a spreadsheet form for use by the field. Like projects (crack sealing, patching, etc.) can be requested by location from the spreadsheet for organizing work groups to perform certain functions. This section will be happy to come to your county and demonstrate how to use the spreadsheet.

The group has also been looking at past performance of pavement and being able to predict the remaining life of each pavement section. The past history of each section's condition can be accessed along with a graph showing the past condition and the predicted performance. This information can be used in determining which of two projects with the same rating should be resurfaced first. For example, if two sections have a rating of 65 and one is predicted reach a rating of 50 in two years and the other is predicted to reach 50 in four years and funds are only available to do one section, the one with the most rapid declining condition should receive attention first.
