It is the policy of the NCDOT to design, construct and maintain the State Highway System in the most cost-effective and efficient manner possible. The systematic application of value engineering principles and methodologies in project development, construction, traffic operation, maintenance, and other appropriate areas are major components in the Department’s overall effort to reduce costs and improve value and quality. The NCDOT Value Management Program (VMP) is a statewide program for the administration of value engineering techniques and value cost management. The primary purpose of the VMP is to ensure the prudent statewide use of resources and revenues by reducing overall project costs while maintaining or increasing the quality and life cycle of transportation infrastructure assets. The VMP encompasses several statewide programs that contribute to the Department’s overall management objectives of streamlining operations, improving quality and outcomes, reducing costs without compromising function, and increasing the use of environmentally sound and energy efficient practices and materials. The NCDOT will use the VE process to seek value improvement in various forms. For projects, this may result in improvements in scope definition, functional design, constructability, internal and external coordination, and schedule for development. Other value improvements may include reduced environmental impacts, reduced public inconvenience, improved customer satisfaction, and/or reduced overall project cost (construction and/or life cycle cost). The VMP currently consists of four major program areas which are (1) conducting and facilitating Value Engineering studies for transportation projects, (2) processing Value Engineering Change Proposals (VECPs) submitted by Contractors, (3) managing the Product Evaluation Program (PEP), and (4) managing the Resource Conservation Program (RCP).
