Prequalification of Purchase Order Contract (POC) Prime Contractors is required in order to place bids on purchase order contracts. Please note that only contractors that are certified as Small Business Enterprise (SBE) contractors may bid on purchase order contracts labeled as Small Business Enterprise. Once prequalified, firms must requalify every three (3) years and must also renew their status annually. The purpose of the annual renewals is to make sure the Department has a current address and Safety Index on file.

All applications for prequalification (1st time, renewal, and requalification) can be completed online, in lieu of submitting a paper application. In order to complete the application online, please read the instructions at the Instructions for the Web Application link below prior to applying. When applying online as a POC Prime Contractor, please note that the "POC Prime Contractor" option is not yet available. For now, please use the "Subcontractor" option until the "POC Prime Contractor" option becomes available. Once you have submitted online, please contact our office at the number below and notify us that you have applied online and are seeking to be prequalified as a POC Prime Contractor.

Please note that some contracts may require a contractor's license (such as General or Electrical). For contracts in excess of $300,000, bonding is required. A firm's bonding capacity will determine the size of contract on which it may bid. If you wish to bid on POC's over $300,000 as a prime contractor, proof of bonding capability will be required during prequalification. Firms that are prequalified as POC Prime Contractors may also perform work on Department projects as subcontractors, whether they are let Centrally or by a Division. Once your firm is approved, it will show up in the Department's Directory of Transportation Firms with a Pre-Qualification Status of "Subcontractor." Eventually, it will appear as "POC Prime Contractor." Unfortunately, the programming is not in place yet to accommodate this new status. The Directory of Transportation Firms can be accessed by clicking on Contractor Directory under Navigation to the left. Current advertisements for purchase order contracts may be viewed by clicking on any given Division on the map of North Carolina below.
