The Contractual Services Unit's mission is to provide optimal service to the contracting community as they conduct business with the North Carolina Department of Transportation and other partners throughout the state. The sections within the Contractual Services Unit are responsible for Disadvantaged Business Enterprise (DBE), Minority Business Enterprise (MBE), Women Business Enterprise (WBE), Small Business Enterprise (SBE), and Small Professional Services Firm (SPSF) certifications, contractor prequalification, and contractor utilization.
Contractor Management ensures that those individuals who meet the eligibility standards for inclusion in the DBE, MBE, WBE, SBE, and SPSF programs are given maximum consideration and afforded opportunities to participate on contracts let by the Department of Transportation.
Contractor Prequalification qualifies contractors (prime and sub) to work on department transportation projects including all divisions including Ferry, Aviation, and Bicycle and Pedestrian. Contractor Utilization sets the DBE/MBE/WBE goals on transportation projects, assists in good faith determination and determines the department’s overall goals.
