Mark Tyler

Mark Tyler reports to the Chief of Staff and is responsible for directing the planning and implementation of strategic initiatives approved by the Department’s Strategic Management Committee.

The primary functions of the Office of Governance are:


  • Transportation Reform - Governor Bev Perdue appointed a new management team at NCDOT and tasked the Secretary and Chief Operating Officer to reform transportation decision making and improve accountability at the Department. The Office of Governance, with the help of the Executive Staff, has begun to implement a data-driven decision making process and instill a culture of organizational accountability.

    Based on industry best practices and input from key transportation stakeholders, NCDOT adopted a “Policy to Projects” approach that includes a:

    • 20-year North Carolina Transportation Plan that incorporates significant public input to set high level mission and goals;
    • 10-year Program and Resource Plan that lays our financial resources and performance targets for NCDOT program areas; and
    • 5-year Work Program that identifies the actual projects, programs and services that the Department will complete to meet performance targets.
  • Organization performance reporting - In accordance with House Bill 2436, NCDOT develops a quarterly report that evaluates the Department's achievement of performance measures for safety, preservation, capacity improvements, ITS, effective and efficient business practices, spending plans, DMV services, minority and disadvantaged business goals, and other relevant performance indicators. The Office of Governance assists in the development and distribution of the quarterly performance report for the Department. The office also works with the Strategic Management Committee to evaluate performance results and plan corrective active if necessary.

  • Workforce Planning and Talent Management Strategies - This systemic process identifies the workforce required to meet the Department’s goals and develops strategies to meet these requirements. Talent Management is one component of a comprehensive workforce planning strategy to attract and retain a diverse and competent workforce. The Office of Governance also manages the development of Department-wide talent initiatives such as Employee Engagement and Leadership Development.

  • Information technology project prioritization and governance - The Office of Governance works with the Strategic Management Committee to implement solid IT governance practices. These practices include management of the process used to review, select and prioritize IT project requests for the Department.

  • Special project reporting and oversight - The Office of Governance manages the oversight and reporting of special projects assigned by the Secretary’s Office. These projects are strategic in nature or those that require immediate senior management attention.

Mark Tyler holds a Bachelor of Science in Business Administration and is a Certified Project Management Professional (PMP).
